Utilities Billing
Utility Services for both residential and commercial customers within City Limits are designed to provide an eco-friendly water, sewer and sanitation infrastructure. Important Water, Sewer & Sanitation account information as well as resource saving tips are available for new and current customers. Utilities Billing manages the billing, collection, and associated customer service functions of sanitation, water, sewer, utility, and stormwater utilities.

Monthly Charges for services include;
- Water & Sewer
- Onslow County Landfill Fee (Trash, Recycling & Yard Waste)
- Stormwater Fee (Permits for management of stormwater as regulated by the US EPA

Did you know? Payment for your Utility Bill is accepted in person, through the mail, over the phone or online.
You may pay your bill in person at:

A drop box is available at City Hall for after-hours payment and will be applied next business day

Online bill pay now offers customers the option to automate monthly payments!
Pay at Walmart or other fee payment center. There is a fee associated with paying your bill at Walmart or other fee payment center, but it may be worth the convenience for you.

Water Saving Tips - Things you can do
- Install items from the Home Indoor Water Saving Kit available at City Hall in Utilities Billing (image on left)
- Limit showers to 5 minutes & fill tub only halfway
- Turn off faucet while brushing teeth, shaving or washing face
- Run only full loads of laundry
- Fix leaky toilets, faucets and pipes
- Sweep, never hose patio, sidewalks or driveway
- Wash car on lawn (this waters the lawn too!)

New To the Area? New Accounts
To set up a Utility Services Account with the City of Jacksonville visit City Hall at:
815 New Bridge Street in Jacksonville
City Hall Business Hours - Mon-Fri, 8AM-5PM.
Applicants will be required to:
• Complete a new Service Application Form
• Show Picture Identification
• Show Proof of Address (such as lease or mortgage statement)
A minimum deposit is required to establish service which includes a $30 non-refundable service charge, a $3 credit check fee and balance of deposit.
Important FAQs you should know
• Payment is due 20 days after billing date.
• Previous balances must be paid within 10 days of current billing date to avoid suspension. A $55 suspension fee may apply
• Billing & due dates may not be changed
• Customers are notified of returned check and have until 10AM the day following notification to pay in full. A $25 service charge will be applied to returned checks |

Turning Water On / Off
City Water Meters may only be turned on, off or serviced by the Metering Division.
Water Turn On should be requested no later than 2PM on day of service requested.
Water Turn Off should be requested no later than 5PM on day before end of service requested.
