Apartments in JacksonvilleThe City of Jacksonville's Community Development Division seeks to ensure a better quality of life for all Citizens of the City. To achieve this mission, Community Development fosters economic development and offers programs to revitalize the community. Federal funding from the American Recovery & Reinvestment Act, has been used for revitalization projects in the City of  Jacksonville.

Community Development Block Grant Program 
Jacksonville is an "Entitlement City" receiving annual funding from the US Department of Housing and Urban Development (HUD). All Community Development Programs, with the exception of the down payment assistance program, are administered with this funding. The down payment assistance program is administered by Community Development and funded by the NC Housing Finance Agency.

CIty of Jacksonville homeowner & houseLocal and County resoures are available for home ownership, renta, repair and assistance. A listing of area rental properties are available online. more

Advisory Committee
The City of Jacksonville has established a Community Development Advisory Committee. Application forms are available for residents interested in serving.

CREATE
The Community Revitaliation Effort Assisted by Technical Education Program provides hands on training experience in home construction. Completed homes are sold to qualified low to moderate income families.
 
Demolition of a home Demolition & Clearance
The City is committed to eliminating slum and blight conditions. Several City Departments work together to remove dilapidated structures in a cost efficient manner.
Fair Housing
The City's official Fair Housing Policy supports federal fair housing laws, and is designed to ensure Citizens purchase and rentals rights. The Fair Housing Complaint Form is available online.
Home Ownership Assistance
The Home Ownership Assistance Program helps families with purchasing a home and provides 0% interest, deferred 2nd mortgages to qualified buyers for help with down payments for homes within City limits.
Housing Rehab
Both the Residential and Rental Rehabilitation Programs assist low to moderate income families with code violation repairs to bring the property up to minimum housing standards, implement handicap improvements and other repairs necessary to improve health and safety of the property.
generic blueprints New Home Projects
Community Development works to create new home construction and other development opportunities. A new initiative in the downtown area is being developed by the City with approval from the City Council to seek out private contractors to build in the downtown area on City owned or controlled land. This initiative will help implement the downtown master plan adopted in 2007 and work to create a visible impact in the downtown area.

Offering low interest loans & business loans to qualified small businesses that create jobs for low and moderate income persons.
