Neighborhood Planning Program


The Southwestern Gateway Small Area Plan

This planning area looks at the commercial corridors and residential areas in the southwest part of town including South Marine Boulevard, Richlands Highway, Yopp Road, Georgetown, Collins Heights and Hickory Hills. The plan will be broken into two phases; a commercial corridor phase and a residential phase. Staff is working with interested parties in the area to encourage continued redevelopment and reinvestment. Staff and interested parties will work through 2012 to draft goals and recommendations to improve the area.

Staff will collect data and conduct research including, census research, property histories, baseline property assessment, and interviews with property and business owners.

Jacksonville, NC residential areaJacksonville's Neighborhood Planning Program aims to shape neighborhoods and communities through the voices of the people who live, work, own property or manage a business in the area. In 2009, City Council adopted a resolution to create Jacksonville’s  neighborhood planning program and identified ten areas for planning. Working collaboratively with multiple City departments, community leaders and neighborhood associations the program aims to develop plans and implement change. The first planning areas are the Coleman-Sandy Run, Georgetown and Maypatch areas.

Many areas throughout the city are facing significant development and growth challenges that are not fully addressed by Jacksonville’s existing plans and policies. Through the planning process, residents and interested parties are encouraged to decide how their neighborhood will take shape in the future.


Jacksonville, downtownBy asking neighbors to provide input on the successes and challenges of their particular neighborhood the City can accurately craft policies and recommendations to best suit the neighborhood.

Neighbors who participate in the planning process they can help;
  • Promote stability in the area
  • Provide guidance for land use, zoning and future development
  • Recommend public improvements,
  • Shape a vision for the area
  • Create a framework to guide future development in the area

The City is currently working with the Southwest part of town (South Marine Boulevard, Richlands Highway, Yopp Road) to gather ideas and address concerns about the future. Georgetown will soon follow. Join us!
