The City of Jacksonville is growing and changing to improve the quality of life for all Citizens, visitors and businesses. Looking to the future, the City has created and adopted improviment plans in the Downtown area of the City, along the trails and greenways, on the rodaways in neighborhoods and along the commercial corridors of the City. CAMA, or Coastal Area Management Act, is designed to look at the overall growth of the City through a land use plan.
Comprehensive City Plan

Jacksonville is located in one of twenty North Carolina coastal counties which are required to adopt a future land use plan certified by the North Carolina Coastal Resources Commission. Each plan contains a similar format and consists of a detailed planning document including demographics, building trends, goals and policies for the future as well as a series of maps which are designed to guide future growth and development. Jacksonville’s Costal Area Management Act (CAMA) Land Use Plan was adopted on July 19, 2011 and replaced it’s first comprehensive plan, The Growth Management Element.
The CAMA Land Use Plan fulfills both short-term and long-term planning functions for the City. It is one of the foundations for all land use and development decisions made by the City and should be referred to by both City staff and decision-makers when making decisions about development applications and other land uses issues.
In the short-term, the Plan is used as:
- A reference for applicants in evaluating the types of development that are desired by the City; and
- A guide for elected and appointed decision-makers for taking action on development applications which come before them.
The Plan also functions as a long-term guide for decisions about:
- Capital expenditures and facilities
- Possible revisions to the City’s development regulations and other management tools
- Action plan for City staff in determining new projects and programs that will support the implementation of the Plan and actualization of its stated goals.

Downtown Plan & Initiatives
The Downtown Master Plan, commissioned in January 2007, was prepared by The Lawrence Group to serve as an update to the 1998 Downtown Revitalization Plan and the 1999 Downtown Design Guidelines. The plan provides an opportunity to integrate recommendations from both of the previous plans, while revisiting and re-studying the downtown area given the number of changes that have occurred since the previous plans were adopted.
After a series of tours, public charrettes, and design workshops, the final draft of the Downtown Master Plan was completed in August 2007, and presented to the City Council and Onslow County Board of Commissioners at a Public Hearing on September 25, 2007. The draft Plan includes recommendations and mechanisms for implementation and identifies the following 'key' themes that focus on the redevelopment and revitalization of the downtown:
- Preservation of the New River
- Elimination of blight and encouragement of mixed-use development
- Attraction of more residents at higher densities
- Improvement of streetscapes and tourist experiences
- Encouragement of preferred resident and tourist-supportive commercial development
On August 19, 2008 City Council officially adopted the updated Downtown Master Plan. Since that time the City has begun implementing many of the recommendations within the Downtown Master Plan. This includes revising the Downtown Codes that will be included within the Unified Development Ordinance (UDO) that is currently being drafted. The new codes will allow staff to implement the vision and goals of the Downtown Master Plan. The Code will condense and replace the existing medley of zoning districts currently found in the downtown area, with one specific 'downtown' overlay district. Within that overlay district, sub-districts will be created to permit the development/redevelopment of the Central Business District, to accomodate and promote mixed uses, and to create and encourage vibrant, pedestrian-friendly streets, buildings, and public spaces.
