Zoning/Code Enforcement is responsible for enforcing City ordinances where violations of structures and properties and other public nuisances occur.  Enforcement efforts are also in place to help educate citizens on maintaining a clean, safe, and healthy living enviornment.   If a violation occurs, Zoning/Code Enforcement Officers work closely with citizens in an effort to correct violations to meet municipal codes and land use requirements.

Common violations investigated include:

  • Building Setbacks
  • Unapproved Land Uses
  • Portable signs
  • Banners
  • High Grass and Weeds
  • Trash and Debris
  • Junk Vehicles
  • Minimum Housing Complaints

Minimum Housing Code Requirements
  • Walls shall not list, lean, buckle or be rotted, deteriorated or damaged.
  • Floors shall have adequate support and strength to be reasonably safe.
  • Foundations shall not be deterioratedor damaged.
  • Steps, stairs, landings shall be maintained to not fail or collapse. 
  • Interior walls/ceilings shall be maintained to reasonable privacy.
  • Roof shall be maintained to be weather and watertight.
  • Plumbing shall be maintained in good repair, Heating system is required and operable, Electrical fixtures, receptacles & equipment shall be in good state of repair

  • Injures or endangers health, safety or welfare of others
  • Offends decency
  • Offensive to the senses;
  • Obstructs or blocks public or private streets; highway, sidewalk, stream, ditch or drainage
  • Interferes with comfortable enjoyment of life and property, or tends to depreciate the value of the property of others

Code Violation Examples

Some examples of of a code violation may
include, noxious weeds, grass or weeds taller than 8 inches on average and accumulation of dead weeds, grass or brush. Accumulation of trash, junk or other abandoned materials, any condition which harbors rats, mice, snakes or other vermin, obnoxious odors and stagnant water are also considered code violations

  • Junk vehicles can be breeding ground for mosquitos, insects, rodents or other pests, be a point of heavy growth of weeds, collection of pools or  ponds of water and points of concentration of gas, oil or other flammables.
  • Junk vehicles may also have a danger of falling or turning over or may be offensive to sight, resulting in diminished property values.
  • A junk vehicle is a vehicle left on a street or highway for 7 or more days, left on City property longer than 24 hours or left on private property without consent of owner for longer than 2 hours.
  • Does not display a “current” license plate Partially dismantled or wrecked and cannot be self-propelled
  • Is more than 5 years old and appears to be worth less than $500

How to report a violation

Help Keep Our City Clean & Green by reporting a violation If you are aware of a zoning / code violation, or suspect that a violation exists,  contact Zoning / Code Enforcement Monday - Friday, 8AM to 5PM.

Reporting Process

Zoning/Code Enforcement Officers will typically respond to a complaint within 48-72 hours; however, there is a “due process” that effects the  amount of time it may take to actually obtain compliance.
  1. Complaint Received
  2. Inspection Conducted
  3. If valid complaint, notice sent
  4. 7-15 days are given to property owner to respond
  5. Second inspection conducted to verify compliance
  6.  If property not brought into compliance, the City may hire contractors to resolve the issue
  7. Minimum Housing complaints have a slightly different process and requires additional due process steps
