Mixing Community Awareness with Learning
The Sturgeon City Institutes offer a unique opportunity for a life enriching experience against the backdrop of the successful Wilson Bay Initiative, a project helping to restore the habitat of Wilson Bay. Students have the opportunity to learn about leadership, science, media, biology, chemistry, engineering and physics through Institute programs. Instructors and guides are specifically chosen because of their subject knowledge, their concern for the community and their experience with students.
Summer Institutes & Programs
Student Leadership Development Institute is designed to help build young leaders through empowerment, team building and an understanding of community. Activities include a community service project. Open to 9th grade graduates, runs Monday-Friday week 1
Sturgeon City Science Institute is designed to help develop the scientific method and to foster consideration of science as a career. Open to 8th grade graduates, runs Monday-Friday, week 1
The Young Leaders Institute is designed to provide advanced instruction and opportunities in leadership and volunteerism. Civic action, empowerment and self-esteem building engage students in intense participation. For students striving towards leadership and inspirational futures. Open to Alumni of the Leadership Institutes and City youth activities or other juniors or seniors in good standing. Runs Thursday & Friday week 1, Monday - Friday week 2
Science Academy is for students who want an intense experience with physics and engineering, marine science, medical science or chemistry and even science in general. Students sign up for specialties, working with others and explore other topics. A teacher recommendation is required for the Science Academy and students are required to participate in 20 hours of institute learning after the Academy is over and within 10months. Open to rising high school sophomores, juniors, and seniors who desire advanced learning. Monday - Friday week 2
Mediamakers is an intense experience in new media technologies, video, photography and the basics of good journalistic writing. Students will produce daily photography, video and writing that may be used for web, print and TV on issues concerning Sturgeon City. Student must express a sincere desire to be pat of the program and be willing to work hard while having fun. A review is required for acceptance. Open to juniors, seniors and graduates. Monday - Friday week 2
Filmmakers is designed to provide an in depth filmmaking experience where storytelling is highlighted. Students will work with advanced equipment, learning editing, script writing, and production techniques that will enhance their ability to visually tell a story. 20 hours of participation during 10 months after the Institute is required. A review is required before acceptance. Open to students who have a desire to learn what it takes to tell a story visually. Monday - Friday week 2
Youth Mapping is a journey to discover what there is to do in the Jacksonville and Onslow County area for high school students. Youth Mappers will prepare a report of their efforts to share with others. Open to 8th grade graduates who will attend a high school in Onslow County. Monday - Thursday week 2
Art Institute is for the study of the electronic arts. Students must have some experience with electronic art. The program will feature opportunities to capture vistas of our area as well as independently created art. Open juniors, seniors, high school graduates & college students. Monday - Friday week 2
How to apply for this exciting opportunity:
- Institutes are free as a service of the City of Jacksonville.
- Institutes are open to high school students who want to learn more about their community & environment and improve their life experiences.
- Students in the Onslow County and Department of Defense school systems are given preference.
- Students must select only one institute to attend as they run concurrent.
- It is mandatory that students attend each day of the Institute during scheduled hours.
- Applications are accepted at the City Manager's Office each spring forthe following summer
- Some Institutes may require additional information for consideration.
Participants must be able to certify that they will be able to attend all days of the Institutes they select. We are not able to accommodate students who cannot participate in all days of the Institute.

A Brief History of Sturgeon City
Jacksonville City Council Members used the words 'Moral Responsibility' when they made the decision to help clean up Wilson Bay. For more than forty years, the City had discharged its treated wastewater into the Bay. The discharge came from the overtaxed Wilson Bay Wastewater Treatment Plant which was plagued with design problems caused by a federal requirement to use anaerobic bacteria treatment to treat wastewater. The system did not work, and with ever increasing standards placed on the plant, City officials decided in the early 90's to abandon discharging into the New River and Wilson Bay and instead create a modern, expandable and environmental friendly land application plant.
In 1998 the City ceased discharging into Wilson Bay and the New River with the completion of the Land Application Plant. It was then that the City decided that it was the right thing to do to help clean up the Bay. With a grant from the Clean Water Management Trust Fund, the City used an innovative program of planting oysters, aeration and stormwater mitigation to help clean the water column. The program has been a wonderful success and created many other opportunities including the transformation of the Wilson Bay Wastewater Treatment Plant into an environmental education center and park.
Work to advance the creation of an environmental education center at Sturgeon City is a role for the Community Affairs Director. More than $6.2 million has been pledged or received to date for the Wilson Bay Initiatives and Sturgeon City projects. The initial match for this money was less than what was budgeted to tear down the Wilson Bay Wastewater Treatment Plant.
